Although Operation: Pelle is not directly related to Palpatine's possible resurrection, it is another important part of the Emperor's plan to ensure that his legacy lives on. It also serves as an attempt to make it difficult for a new government to replace the empire.
Again, this is not something that was explored in the Skywalker Saga. Rather, it was outlined in various other projects, including “Aftermath” trilogy by Chuck Wendig.which helps explain what happened between “Return of the Jedi” and “Star Wars: Episode VII – The Force Awakens.” The operation was also featured in the comic “Shattered Empire” as well as the video game “Battlefront II”, which allowed players to experience it for themselves. It was even mentioned in the name “The Mandalorian”.
Action: Cinder, in other words, is a pretty big deal, though again, not mentioned in the main Star Wars movies. But what exactly is it? 2021 article on StarWars.com broke down the specifics of the project. Basically, it was a big part of Emperor Palpatine's evil contingency plan, which he laid the groundwork for years before his unexpected death at the hands of his former apprentice. By site:
“In the event of the Emperor's death, a series of red-robed messenger droids were to go to select members of the Empire and deliver his final orders. Those orders? To burn out the ideals of resistance, rebellion, and defiance with attacks that would wash away a planet like Palpatine's own home of Naboo. Operation Logistics: Cinder used climate disruption blocks to alter the weather conditions around the planet to create catastrophic storms that would devastate major inhabited worlds These attacks were supplemented by the Imperial fleet participating in orbital raids.
Imperial Admiral Garrick Versio believed that these attacks were a “calculated campaign of fear to regain control”. The idea is that even with the Emperor gone and the second Death Star destroyed, if the Empire showed it still had enough power, the people would withdraw from the New Republic.
In the end, the whole exercise was disastrous, wiping out entire planets. However, it also strengthened trust in the New Republic, with many emperors defecting. Imperial breakouts are nothing new with the Rebel hero Wedge of Antilles Renowned leaves the Empire to join the Rebellion. In any case, Palpatine's presence was needed a little more directly.
